    Russia could have the right to file a claim for part of the treasure worth billions of dollars on board a British cargo ship sunk by a German submarine during World War II, experts said.The British cargo ship, torpedoed in June 1942 while carrying precious metals to the US to help pay for the Allied war effort under the Lend-Lease Act, was recently discovered by the Sub Sea Research Company off Guyana.The sunken ship, possibly called the?Blue Baron, is believed to contain gold, platinum and diamonds worth some $3.7 billion. A large part of the cargo is thought to have belonged to the Soviet Union.“There are grounds to think so,” said Anatoly Kolodkin, President of the Russian Association of the International Maritime Law, while responding to a query on whether Russia had the right to file a claim for the treasure. The discovery came to light only after the Sub Sea Research Company filed a claim on the treasure in a US court. Maritime salvage law is notoriously complex, and the company’s founder and co-manager, Greg Brooks, said the company would do everything it could to claim the treasure for itself.“I know that everyone possible will try to take it from us, but we are doing everything by the book,” he was quoted as saying in Britain’s Sunday Telegraph. “The worst-case scenario, under salvage law,Air Max 90 Saldi, is that we would get 90 percent of it.”Kolodkin said Russia has not yet lodged its claim for the treasure.     National education situation out of control? – Clarence O. PerryPart 1We cannot plant limes and hope to reap oranges!The Guyana Review ((SN 25-02-10) reports: “Violence in schools poses serious challenges to the fabric of the country’s education system.?? The authorities are yet to fashion a workable response.”The report cites examples of violent incidents that have occurred at certain schools.?? Further, the report points out that school violence is not a problem peculiar to Guyana, it is also of great concern in other territories in the wider Caribbean region.This ought not to surprise us, since Guyana has a colonial heritage similar to that of sister English speaking Caribbean territories.?? The report is also replete with the responses of various stakeholders.Some of these responses are very pertinent observations: “Dependence upon rules as a mechanism for the maintenance of order and discipline ignores the real issues associated with school violence and other forms of delinquency…By talking about disciplinary codes and about applying rules without first understanding where the violence is coming from, we are really putting the cart before the horse.”Two other responses point to the importance of appropriate learning environments.?? One of these calls our attention to the fact that we have become so occupied with curriculum development at the expense of human development. I am in total support of this observation. Indeed, there is tremendous merit in these observations.Since the publication of the Guyana Review’s report, there have been other contributions in the printed press from various stakeholders towards the resolution of the issue of violence in schools.Broadly speaking they are all well-meaning but limited in scope.?? For the most part, they do not deal with the factors that contribute to violence in schools.To improve our chances of success in our search for the contributing factors and possible solutions to the problem of violence in our schools, we have to make sure that we really understand all aspects of the phenomenon we call violence.Violence is a type or form of behaviour that violates or is an affront to the dignity of individuals.? And, behaviour is defined as anything a person feels, says, or does.?? Scholars who have studied human behaviour, have concluded that the environments into which we are born and brought up, to a large extent determine our behaviour.?? Having said this, I will discuss the issue of violence in schools and what must be done to reduce this problem from a human development perspective.The first environment for each one of us was in our mother’s womb.?? Whether our mother was a happy, well nourished individual, and enjoyed relatively good health, would have, to some degree, influenced our predisposition, our temperament and our innate potential.It is an accepted fact that persons do not think without feeling, and that they usually think before they act.?? Very few actions are truly spontaneous.?? Almost all violent actions result from previous violent thoughts.We can therefore, reasonably, conclude that: ((1) physical violence is premeditated; and, ((2) that there are two aspects of violence in schools: ((a) the thinking or non-physical aspect that takes place before or precedes the violent act; and, ((b) the violent act itself or the physical aspect.Based upon the foregoing, the next logical step would be to turn our attention to the origin of violent thoughts, and the factors that contribute to their development.?? We will do well to keep in mind that “the absence of war is no sign of peace.”Careful observation of play groups of infants or toddlers would reveal that some members of the observed groups are more aggressive than others.?? This sort of aggressive behaviour may even be observed among children of the same family ((siblings).By the time these “little diamonds in the rough” attain the age of five years and nine months, their parents are compelled by the laws of Guyana to place them in the care of the State ((enroll them in school) which assumes responsibility for their “education.”?? The implication here is that the State would be legally and morally responsible for the development of each individual’s potential.One of the aims of a quality education, is to discover and nurture the various innate ((God given) potentials of the little “charges” placed in its care.? After the discovery of these potentials, the education process ought to provide adequate opportunities for these various potentials to grow and develop.In addition to the acquisition of knowledge and knowledge skills, opportunities for different forms of co-curricular ((visual arts, applied arts, fine arts, physical education) and extra-curricular ((field sports, clubs, youth organizations) should be provided on a regular basis.We know that these opportunities rarely exist in our schools in Guyana.??? Most school buildings are not “purpose built” or designed to effectively deliver even the academic curriculum.Further, the fact that there is little or no available land space surrounding the school buildings, means that the physical plants are totally inadequate to provide for the all-round or holistic development of individuals with varied potentials.When we look at the following primary schools: Blankenberg, Comenius, Ketley Street, St. Ambrose, St. Andrews, St. Sidwells, Smith’s Church, just to name a few, it is evident that play, an essential aspect of child development, was never a consideration. This bears testimony to the fact that the aim of schooling as conceived by our colonial masters was not human development, but the control of the minds of former slaves ? a concept which violates the individual and human dignity.If we were to assume that the minimum requirement of an education system of any quality is, that it meets the needs of each student, then we must conclude that neither Guyana nor any of the other English speaking Caribbean territories has a “bona fide” education system.?? What we do have are school systems.?? I will acknowledge that there are some schools in the Caribbean that are Montessori in organization, and as such are better suited to meet the needs of individual students.But,Segunda Equipacion Barcelona 2019, as we will discover, there are tremendous differences between an education system and a school system.“It was good for me…See where I am today…All we need is more of the same…”Schooling is a process in which knowledge ((subjects/disciplines) instruction is delivered in a formal setting ((classes, forms, grades).?? In the vast majority of instances, and at all levels, instruction is mere social and cultural indoctrination, a process in which the attempt is made to force everyone into the same mould.Most parents and teachers would know that the casualty rate in this process is exceedingly high ? hence the high incidence of antisocial behaviour, truancy, dropout and, at times, even suicide.?? This process not only interferes with students’ learning, but, progressively kills their creativity and destroys their self-image.Our process of schooling in the Caribbean was originally conceived by our colonial masters for the domestication of former slaves and for the production of servile citizens.?? In 1835, The Reverend J.Sterling discussed the urgent need for education amongst ex-slaves: “About 770,000 persons have been released from slavery by the Emancipation Act…The peace and prosperity of the Empire at large may not be remotely influenced by their moral condition…It is plain that something must be done; and it must be done immediately…For although the negroes are now under a system of limited control, which secures to a certain extent their orderly and industrious conduct, in the short space of? five years from the first of next August, their performance of the functions of a labouring class in a civilized community will depend entirely upon the power over their minds…”The above quote speaks for itself.A few years later, in 1844 in America, Horace Mann, addressing himself primarily to business interests, made the argument for public schools as agents of social indoctrination and class stratification in straightforward terms: “Finally, in regard to those who posses the largest shares in the stock of worldly goods, could there, in your opinion, be any police as vigilant and effective for the protection of all rights of person, property and character, as such a sound and comprehensive education and training as our system of common schools could be made to impart…Would not the payment of a sufficient tax to make such training universal, be the cheapest means of self-protection and insurance?”With the advent of the industrial revolution the school curriculum was expanded to produce more functionally literate workers, but knowledge and its distribution remained under the control of the elite.Nevertheless, the paramount objective of schooling ((social and cultural indoctrination) was and still is the production of the “good” citizen ? the obedient, the docile, the servile; to maintain the class structure and the distinction between the servant and master.“You are not to ask the reason why?? You are but to do or die.”?? Indeed, you did not question, but, accepted everything as given, ordained by the elite ? those of more gentle birth.?? “God grant me the serenity to accept the things I cannot change…”

    核安保条例为核能发展保驾护航 首部专门性法规对核安全责任追究、放射源管理等***出了具体规定 图为国家原子能机构与美国能源部共同建设的中美核安保示范中心。国家核安保技术中心供图 ◆本报记者唐斐婷 国家国防科技工业局(以下简称 国防科工局 )近***发布《中华人民共和国核安保条例(征求意见稿)》(以下简称《条例》)。这将是我国第一部核安保领域的专门性法规。 《条例》将给我国核能行业发展带来哪些影响?《条例》将如何发挥其应有的作用?如何保障《条例》的充分落实?带着这些问题,记者近***采访了国家核安保技术中心主任邓戈。 《条例》有何意义? 完善体系,加强监管 我国是目前世界上在建核电机组最多的国家,但当前还没有以核安保为主要规范内容的专门法律法规。多年的实践表明,行业的发展有需求,条例的出台也很有必要。 邓戈告诉记者,《条例》自2013年开始起草,到现在已经有三、四年的时间了,其中也积累吸收了行业的许多实践经验。 在反恐形势***益严峻、核恐怖主义威胁不断上升的背景下,核安保概念应运而生,并不断发展。根据国际原子能机构的定义,核安保(Nuclear Security)是指,预防、探知和应对涉及核材料、其他放射性物质、相关设施和相关活动的擅自接触、未经授权的转移、盗窃、蓄意破坏或其他恶意行为。通俗而言,核安保的本质是防范人的恶意行为;保护对象是涉核的材料和设施;重点是防盗窃和破坏;根本目的是防范核恐怖威胁,保障人民群众的生命财产安全。 据介绍,我国是世界上为数不多的拥有完整核产业链体系的国家,连云港水温机。当前,核电产业进入了快速发展期,核技术利用也***益广泛,需要保护的核材料和放射源等其他放射性物质越来越多,核能行业的发展也面临更多挑战。 作为我国第一部核安保领域的专门性法规,《条例》首次以法规形式明确了核安保概念、界定了核安保范围、提出了核安保基本原则、技术措施和管理要求以及违反相关规定后的处罚措施。 这意味着,条例出台后,滨州电加热油炉,如果发生核安保事件,对责任单位及责任人的处罚将有进一步明确的法规依据。 在邓戈看来,这种专业领域的责任界定意义重大。 《条例》提出了一个专业意义上的核安保概念,大连冷水机生产厂家。此前,虽然行业内存在这个意识,但并未上升到这样的高度。从另一个角度来讲,这个概念的正式提出,也将进一步增强有关运营单位对核安保法规的服从意识。 邓戈说。 据了解,9.11事件后,美国进一步强化了核安保相关法规,其他一些国家,比如英国、法国、俄罗斯、加拿大、韩国等都有相关条例,不仅体系完整,管理运行经验也相对丰富。此次《条例》从核安保概念的提出到具体的管理要求,都是在总结各国经验的基础上,同时参照国际原子能机构的基本法则和一些技术文件,结合我国具体实践来制定的。 今年5月8***,我国加入的《核材料实物保护公约》修正案已正式生效。公约明确要求缔约国建立和维护实物保护的法律法规框架,因此,制定《条例》是我国切实履行公约义务的具体体现,将有利于树立我国负责任大国形象。 邓戈说。 《条例》有何亮点? 细化措施,全面规定 2014年,南京放射源丢失事件发生后,放射源的核安保问题成为公众关注的焦点。在《条例》中,关于放射源的安保问题有何规定?丢失放射源将会受到什么惩罚? 在《核安保条例》的立法过程中,我们非常重视放射源等其他放射性物质的安保问题,其中专门有一章节对这个问题予以规范。 邓戈告诉记者, 例如,《条例》要求放射源等其他放射性物质持有单位建立安保制度、加强安全保卫,根据所持有的放射性物质的安保类别和威胁评估情况,按照国家相关法规和标准设计、建造、运行和维护安保系统,并与当地公安机关建立联络机制,接受公安机关和主管部门对其安保工作的监督检查,并对检查中发现的问题及时整改。 此外,据介绍,《条例》还对城市放射性废物库等收储放射性废物的设施以及在室外或野外使用其他放射性物质时的安保要求作出了规定。 这些安保方面的要求和规定如果能得到有效实施,将会避免类似南京放射源丢失事件这样的情况发生。 邓戈说, 《条例》对于违反上述规定的有关单位都有非常严格的处罚措施。 事实上,《条例》对国际上高度重视的核安保领域的一些主要方面都进行了较为全面的考虑。 比方说,《条例》规定了开展威胁评估和制定设计基准威胁的基本要求,同时对核设施网络安全提出了原则要求,纳入了计算机安保方面的内容,此外还强调了核安保文化建设的重要性。 邓戈指出, 当前,在世界主要核能大国中,尚无一国的核安保法规能对核安保领域的一些主要方面作出如此全面的规定。 《条例》如何落实? 分工明确,各负其责 如何更好地保障这些措施和手段的落实?据介绍,《条例》首次对各部门职责***出了明确的界定。 一般来说,核安保的主要责任人是核材料和放射源等其他放射性物质的持有者和核设施运营者。政府相关部门在核安保工作中都有各自的职责。 邓戈说, 比如,核材料与核设施的安保是由核工业行业主管部门(即国防科工局)来负责管理,放射源的安保属于公安部的职责范围,涉及到运输的安保既有公安部的职责,也有环保部的职责。 他进一步指出,为了更好地达到协调联动的效果,这些职责范围的划定基本上遵从了当前各部门的职责范围,同时总结了业内实践经验,有利于进一步加强核安保的监管,促进机制化发展,共同提升核安保水平。 加强核安保是一项长期而复杂的工作。 邓戈说, 我国政府一贯高度重视核安保问题,对核材料和其他放射性物质实施严格管控,保持了良好的核安保记录。但当前国际核恐怖形势***益严峻,我国在核安保人才队伍建设、从业人员的业务培训、科研水平及核安保文化宣传教育等方面都还需要进一步加强。 眼下,最重要的还是要尽快推动《条例》的出台,从法规层面对上述问题加以规范,以促进我国核安保事业的长远健康发展。 邓戈表示。 核材料和其他放射性物质的托运人或承运人违反本条例规定,有下列行为之一的,由公安机关或主管部门给予警告,责令停止违法行为,限期改正;逾期不改正的,责令其停止运输活动,并开展整顿;情节严重,构成犯罪的,对主要负责人和直接责任人依法追究刑事责任。 (一)未按要求履行相关审查、备案、验收或报告程序的。 (二)未按通过审查或备案的文件开展核安保相关活动的。 (三)拒绝接受核安保监督检查的,或在接受检查时不如实报告情况,不按要求提供有关文件和资料的。 (四)未按要求对检查中发现的问题进行整改的。 (五)未进行验收或验收不合格便将安保系统投入运行的。 (六)未按要求对安保系统进行有效性评估,或针对评估中发现的薄弱环节未进行整改的。 (七)未按要求建立人员管理制度并对进入安保区域的人员实行授权管理的。 (八)未按要求对直接从事核安保工作的人员进行培训考核,襄樊电加热导热油炉,或考核不合格仍安排从事核安保工作的。 (九)未编制核安保事件响应预案,或未按要求开展核安保事件应对演练的。 (十)不及时报告或谎报核安保事件的。 (十一)发生其他违反本条例规定行为的。 ──以上摘自《中华人民共和国核 安保条例》(征求意见稿) 相关的主题文章:

    限而不治 斩断污染的“黑手”咋就这么难 工业废水排放一直是黄河污染的主要来源。前不久。记者在对黄河中上游水污染的调查中发现,尽管沿黄各地近几年都采取了一系列措施,加强了对黄河河段重点污染源的监测、监管,关闭打击了一批"十五小"、"新五小"等污染企业,但黄河遭受的工业污染却并没有得到明显的改善。为何会出现如此尴尬的局面?企业治污的难点在哪儿?出路又在哪儿? 6年3次限期治理,为何限而不治 黄河进入甘肃省白银市,水污染遇到的主要问题是工业废水中的重金属含量严重超标,其中白银有色金属公司是最大的废水排放源。这家企业每年排放废水1054万吨,排放污染物1580吨,占全市排放总量的50%以上,其中铜、铅、锌、镉、砷等污染物排放量占全市重金属排放总量的90%。 这些重金属污染物大多来自白银公司冶炼厂,作为我国铜冶炼的老企业,冶炼厂已运行40多年。1998年和2001年,甘肃省环保局、甘肃省经贸委对这个厂废气、废水污染源先后两次限期治理。2002年国家环保总局与国家经贸委再次限期治理,山西导热油炉加热器,要求到2005年必须实现达标排放。6年3次限期治理,但冶炼厂的治理项目至今仍无实质性进展,大量硫氧化物烟气和含高浓度重金属的酸性废水继续超标外排,污染依然十分严重。 白银公司曾是我国第一个五年计划156个重点建设项目之一,属国有大型有色金属联合企业。由于历史原因,目前企业生产工艺粗放,技术水平落后,环保欠帐多,以大量消耗资源、能源为特征的结构性污染十分突出。现在,治理白银公司冶炼厂的污染,必须要通过整体技术改造方能解决,据初步设计预算,环保治理及整体技术改造需5.3亿元资金。"现在有方案,有办法,溧阳水冷式冷冻机,就是没钱。"白银市环保局局长吴沂无奈地说。 记者了解到,近几年甘肃省为治理白银公司污染,已先后"戴帽"下达了1200万元资金。吴沂介绍说,白银公司目前正处于生产经营难以为继的局面,许多深层次的问题和矛盾逐渐显现,企业无力筹措巨额资金,致使限期治理一直停留在项目的前期准备阶段。从2000年开始,白银市环保局年年向国家和省级有关部门反映冶炼厂的污染问题,但一直没有得到有效解决。"这样的国有大企业无法一停了之,企业维持生产还要养活几万职工,否则就是关系稳定的大问题。"吴沂说。 记者在宁夏、内蒙古等省区采访时也发现了同样的问题,沿黄重点的老工业企业立足当地资源,运行了几十年,污染防治欠帐较多,诸如白银有色金属公司、中石油兰州石化公司等国有大中型企业均为上个世纪50年代建设的重污染企业,工艺技术装备落后,能耗、物耗高,成都导热油加热器,污染物排放量大,污水成份复杂,治理难度大,多年来虽经过技术改造和污染处理,但总体工艺技术水平仍然比较落后,有些重点污染源很难实现达标排放。这些国有大中型老企业,由于企业效益不佳,德州反应釜油加热器,政府也帮不起,成了工业污染治理的"老大难"。 严抓紧管重罚,为何“卡不死”偷排偷放 今年4月中旬,甘肃省组织省、市、县三级环保部门开展了"黄河沿线排污企业突击稽查"行动,结果在四天的检查中,西安电加热导热油炉,发现了大量违规排污的问题:耗资数百万的进口环保设备常年闲置、敷衍应付检查临时开动环保设施、限期整改的环保建设项目一拖再拖。在武威市瑞丰啤酒原料有限公司兰州麦芽厂,稽查人员发现,两台污水处理设备完全闲置,污水池已废弃多年,大量污水通过地下排水通道排入黄河。不久前,宁夏吴忠市在检查境内的排污企业中,也发现黄河纸业公司、吴忠银欣纸业有限公司等多家企业,停运环保设施,将生产中产生的黑液直接排入黄河。 监管力度加大,处罚不断加重,为何偷排现象、污染事故仍然时有发生?记者一路采访了沿黄10多家大中型企业,听到的几乎是同一种声音:环保难见效益,企业投资环保是赔钱,运转环保设施就是扔钱。一些污染企业把不法排污当作降低成本,提高经济效益的"捷径"。 宁夏美利纸业集团公司是自治区造纸行业的龙头老大,在促进当地经济发展的同时,也"贡献"了全区20%左右的工业废水。因排放废水严重超标,这家上市公司曾多次被媒体曝光。近两年,企业投入了近2亿元进行污染治理,目前已取得了一定效果。美利纸业集团公司董事长刘崇喜告诉记者,娄底反应釜电加热油炉,今年企业维持环保设备的运行至少要投入2000多万元,这就意味着,美利每吨纸的生产成本要增加近90元。 在另一家较大的造纸企业宁夏沙湖纸业集团有限公司采访时,记者参观了企业投资1700多万元建成的"酸析木素"法处理黑液的环保设施,这套设施运转一天的费用是1万多元。公司副总经理田桂琴介绍说,从去年开始运行到目前,运行的这套设施每月都要投入30多万元,而且只有环保效益,没有任何经济回报。为了改变这种局面,沙湖纸业正在筹备建设一套黑液碱回收装置,这套设备需要投入近5000万元。"每天保环保,一个劲往里扔钱,企业确实背不起。"田桂琴说。 记者在采访中了解到,没资金建设环保设施,菏泽油锅炉,或者建起了设备却难以负担高额的运转费用,这种状况在企业中还普遍存在。 内蒙古包头市和发稀土有限责任公司由于排放的废水严重超标,曾经在去年4月初,被当地政府关停近一个月,企业遭受了巨大损失,甚至公司环保所所长也在关停的当天突发心肌梗塞,死在了办公室里。公司副总经理安卫国说,近几年企业为治污没少下工夫,由于科研技术不到位,也投了不少"冤枉钱"。2000年,投入1200万元建成的氯化铵处理系统,设备采用石墨材料,结果运转了两年就报废了。去年年底,公司又投入1200多万元改用钛材料重建设备,现在运转正常,但产品的生产成本却因此每吨增加了近300元。记者了解到,和发公司废水中还有30%的硫酸铵超标,由于浓度低,暂时还没有办法处理,新疆反应釜油加热器,只能直排。 “要我治”变“我要治”,还需多轮驱动 记者用近两个月时间,走访了沿黄干、支流部分地方政府、环保部门、监测部门和企业,干部、专家对工业企业污染治理的出路,提出了一些具体的建议。 今年6月20***前,宁夏的16家5000吨以上的造纸产业,将全部安装在线自动监测装置,初步建立起重点污染源监控信息网络。宁夏自治区环保局污控处处长赵勇介绍说,加强环保部门对重点污染源的监测、监控,可以随时掌握企业污染物排放情况,从根本上扭转重大污染事件信息反馈和查处工作滞后的局面,这是目前迫切需要解决的问题。内蒙古巴彦淖尔市环保局局长杨介中说,针对企业治污资金投入缺口大,国家应该考虑出台一些扶持政策,帮助企业争取部分银行贷款投入到治污项目中。 企业治理污染需要寻找良性长久的出路。宁夏自治区环保局局长邸国卫认为,应该将市场机制引入污染防治领域,用市场来调动企业削减污染物排放总量的积极性。通过市场作用,从原来"谁污染谁治理"的企业个体行为,引申为市场经济条件下的社会分工和供求关系,形成社会化、专业化的环保企业乃至环保行业,向污染责任方提供商业性环保服务,逐步实现环境治理市场化、社会化、企业化。同时,在企业比较集中的工业园区鼓励多家企业污染处理设施共建共享和治污设施专业化运行,提高治污设施处理效率,降低污染治理费用,逐步解决普遍存在的投入大量资金建成的环保设施,不能充分利用的问题。 邸国卫说,在完成环境容量测算和分配的基础上,应尝试开展排污权交易试点,帮助企业将通过技术改造、末端治理等措施削减下来的污染物排放指标进行出让,真正使企业通过污染治理获得效益。此外,还应对企业进行"环境信用等级"确定,使之成为企业上市、信贷的重要依据,使环保企业在上市、信贷方面受益。 来源:新华网 相关的主题文章:

    …as $128.9B budget is approved for spending by National Assembly?Health Minister Dr. Leslie Ramsammy yesterday told the House that the Tender Board, by way of a letter, has approved purchases of drugs by the Ministry and the Georgetown Public Hospital Corporation without heeding the tender process as is required by the Procurement Act of 2003.Dr Ramsammy was responding to a query by the Shadow Finance Minister, Winston Murray, who was asking the Minister if he was aware that the drug purchases were in violation of the Procurement Act.Murray, during his Budget debate, had said that, despite being highlighted via the Auditor General’s reports and outcries by the Public Accounts Committee, the government has once again earmarked some US$10M to purchase drugs for the country through illegal means.Murray indicated to the House that by a Cabinet decree in 2003 a decision was taken contrary to the existing law, namely the Procurement Act, that all drug purchases must be made through the New Guyana Pharmaceutical Company ((NGPC).“This is not only a brazen illegality, but it robs the country of an opportunity to ensure that it gets value for money.”The most recent Auditor General’s report stated that the GPHC, which is now a separate entity from the Ministry of Health, continued to use the Ministry’s Cabinet approval to purchase drugs and medical supplies from specialised agencies, both locally and overseas.Dr Ramsammy did add that the recommendations by the Auditor General had been adhered to.Some $117M has also been approved by the House to assist patients who would require services which are provided outside the purview of the Public Sector.The Health Minister did promise to make the letter from the Tender Board available as soon as possible.The information was disclosed during the final day of the scrutiny of the estimates of the National Assembly, after which the $128.9B budget was approved by the House.Among some of the highlights of yesterday’s session was the fact that the Health Ministry has in its care monies for salaries to pay staff that it intends to hire this year.There is also an additional $1.2B earmarked to lend the Guyana Sugar Corporation to commence construction of a packaging plant at Enmore, East Coast Demerara.The loan is expected to be repaid within 10 years.Some $170M has also been approved for overseas trips by Ministers and Government officials.Minister within the Ministry of Finance, Jennifer Webster,Wholesale Nike NFL Jerseys, said that the money will be used conservatively.There was also the approval of some $800M for the creation of an Information Communication Technology park to be built at an as-yet-unknown location.

    The Task Force responsible for reviewing all aspects of licencing of operations for contracted foreign aircraft and making recommendations to improve the Guyana Civil Aviation Authority ((GCAA) has completed its duties and a draft report is being compiled.Kit NascimentoThis is according to one of the Commissioners, Kit Nascimento, who represented the Aircraft Owners’ Association during an interview yesterday, when an update on the status of the Commission of Inquiry was sought.According to Nascimento, on June 1, he received a letter from the Permanent Secretary of Public Works Ministry inviting him to be a Commissioner on an Air Transport Task Force to specifically review all aspects of the licencing of operations for contracted foreign aircraft and making recommendations to improve the GCAA.The Task Force had two months to carry out its mandate and during that period many meetings were held.? Not mentioning anything about the outcome of the Commission of Inquiry, Nascimento said the Task Force chaired by Hugh Denbow met with senior players in the aviation sector and senior personnel of the GCAA.Kaieteur News learnt that the Task Force was created owing to concerns raised by the Aircraft Owners’ Association after an American-registered aircraft crashed into a house at Sparendaam, killing the two persons on board.On April 18, members of the Association wrote to President Donald Ramotar about the accident, which occurred on April 13. They expressed serious concerns over the circumstances of the accident and the fact that air traffic in Guyana’s airspace has increased significantly.As such, they called for better oversight and safety regulation and a thorough independent investigation of the accident. The Civil Aviation Regulation provides for the President to appoint an Inspector of Accident and decide whether a Commission of Inquiry would be held publicly or private.Cabinet Secretary, Dr. Roger Luncheon during an interview with this publication had said the Task Force has a series of Terms of Reference that allow them on the basis of Cabinet’s instructions to investigate precisely what happened.“Remember, GCAA has a statutory obligation to investigate all aviation accidents, but in addition to this statutory obligation, GCAA, the Cabinet, and stakeholders felt the need to have some aspects of the handling of this matter examined,” Dr. Luncheon said.He said Cabinet decided that the Task Force would include the GCAA, in an effort to specially examine the aircraft crash.However, Denbow said he was unaware of what Dr. Luncheon is speaking about since the Task Force which is chairing,China Jerseys, is not investigating GCAA in relation to the crash. He said the Task Force is looking at the licencing aspect of foreign aircraft in Guyana’s airspace.Denbow contended if the Task Force were investigating the GCAA in relation to the crash it would involve a wide scope that would have to review many factors.According to Nascimento, “While the Terms of Reference are not specifically directed to the investigations of the accident they are wide enough to have allowed the Term of Reference to inquire into the circumstances leading up to the accident and circumstances which would have led to the accident and make appropriate recommendations.”He stated that GCAA was not part of the Task Force since it was the subject of inquiry.
