Guyana is talking with the Inter-American Development Bank ((IDB) for help in the functioning of the National Insurance Scheme ((NIS) and better ways to assist senior citizens and other vulnerables.Minister of Finance,Maglietta Juventus Bambino, Winston JordanThe meeting took place yesterday between Winston Jordan,China Jerseys Wholesale, Minister of Finance, and IDB’s Chief of Social Protection and Health Division, Ferdinando Regalia, and his team. They discussed support for Health and Social Protection.NIS, which provides pension for workers who have retired, has been struggling in recent years to raise its revenue base. Its expenses have been rising and while there is cash, the situation should not continue,Jerseys From China, assessors of the scheme have warned. There has been a rash of suicides in recent years even as Guyana is boasting one of the highest suicide rates in the world. In discussing the challenges that a project of this nature presents,NFL Jerseys From China, Minister Jordan told the team that it should consider Guyana’s unique cultural context rather than employ a generic Caribbean approach. He pointed to the Basic Nutrition Sprinkles programme and said that while the initiative to provide necessary nutrients to pregnant mothers was timely and laudable, the implementation and project design was poor and this resulted in significant losses.Regalia disclosed that the bank had met with the Ministers of Public Health and Social Protection to discuss Maternal and Mental Health and Newborn and Child Welfare, since it has done extensive work in those areas in the Caribbean- particularly in Jamaica and the Bahamas- and Latin America. He highlighted the key challenges of project implementation as the lack of capacity and coordination of efforts but added that the Bank can lend support in those areas.Government has started talks with IDB for possible help in restructuring NIS.On the issue of the NIS, Regalia said that the IDB makes provisions for budgetary support through its Labour and Pensions Unit but focuses on contributions. The IDB team will be working on a Subsidies Scheme. He added that technical cooperation on a diagnostic proposal and implementation plan can begin in 2016.And this will ensure that payments are made, that the right kind of targeting is done through the use of the census and other data and that the beneficiaries are efficiently managed through the use of management information systems, the Ministry of Finance said yesterday. The IDB official cautioned that the success of this, however,Arsenal Fc New Kit 18/19, was hinged on overcoming the challenges of reaching the neediest in Guyana’s remote communities.Regalia said that Guyana could benefit from the mobilisation of resources of between US$300,000 – US$350,000,Air Max Outlet Norge, in 2016 to diagnose problems. He said that NIS can possibly tap into the bank’s Loan Programme, which could come from the 2017/18 IDB-Guyana Country Allocation.“Minister Jordan said that the agenda put forward by Mr. Regalia was in keeping with the overall thrust of the Government’s plans to improve the delivery of services associated with mental and maternal health, the elderly and new born and child welfare.”

By Ralph Seeram The newspaper that professes to be the “beacon of truth” carried a headline that screamed about press freedom being under attack. Truth be told, it’s really a beacon of untruths. It’s amazing to me that those who cry foul about press freedom, are the ones that stretch their freedom to the extent that it borders on libel if not downright libelous in some instances, and this comes mainly from government supported media outlets. This week three journalists from the government-supported TVG/Guyana Times, resigned because they refused to read derogatory news about the publisher of this newspaper, Glenn Lall. This beacon of untruths has been carrying out a relentless attack on Glenn Lall, because he exposed the corrupt nature of how the owner of that of the print, radio and TV outlets acquired his assets. The three young ladies resigned because they refused to be embroiled in the campaign against the owner of this newspaper,Cheap Jerseys From China, refused to read derogatory propaganda that the company wanted to pass as news. And quite rightly! They feel that reading the nonsense about Glenn Lall would put them at odds with the public that knows differently. The fear is they can be approached in public and be subjected to verbal insults by members of the public who feel the attacks are plain wrong. I know the feeling; I have been there.Lo and behold the beacon of untruths tried to spin the resignations as resulting from fear of retaliation from the owner of this paper, and went on to scream that press freedom was? under attack. Now if you are going to spin a story, the spin must be credible, it must be convincing. Unfortunately for the beacon of untruths, the three young ladies came forward and debunked the spin. They said clearly they did not resign out of any fear of Glenn Lall; end of story. Now I must say that these are three very brave young ladies, and I must commend Leana Bradshaw, Sabitini Daniels and Whitney Persaud for their principled position. They showed more “guts” than those that work in that government-supported media outlet.Remember they are sacrificing their jobs, career and not to mention economic hardship and loss of income because of their principled decision.Already their characters are under attack. I read one blog which I will not name. It went into a sordid tale of “who slept with whom” as the reason for their resignation. Those who cry about lack of a free press in Guyana today should have been journalists under the PNC regime in the 70’s. The PNC which calls itself APNU these days to get away from their dictatorial past controlled the press absolutely. Not only did they control the only two radio stations,NBA Jerseys From China, one of which I worked for then, but also controlled newsprint, as well as printing supplies such as ink etc.Today the opposition, including the very PNC, can get their views widely covered in the media ((well except by the government supported press). Back in the 70’s the PPP then in opposition could hardly get any of their views to the public.I recall the morning after the 1973 elections after the fatal shooting of PPP supporters on the Corentyne,Discount Jerseys, the late Dr. Cheddi Jagan, complaining to me that we ((the government press) were not carrying the news that his supporters were being murdered on the Corentyne trying to protect the ballot boxes from being seized by the army. The spin from government was that these were rioters trying to disrupt the elections, APNU/PNC leader David Granger tried to peddle that lie some time ago, and I had cause to set the record straight in an article shortly after his statement. You see I was on the ground on the Corentyne that day covering the elections. What I saw and what was reported in the media were completely different. One senior police officer in Berbice at the time, after giving the government official version of the events, turned to me and said “Ralph what you know, you know”.Fast forward to today,Maillot Coupe Du Monde 2018 2 Etoiles, the government has been under pressure by this very newspaper about corrupt transactions, wholesale soccer jerseys, contracts etc. that have occurred in government. And, rightly so, because it involves taxpayers’ money. The press has every right to ask and expose corrupt practices. These actions by Kaieteur News “ring a bell” with the public, that’s why it is the best selling newspaper in Guyana. People want the truth, that’s why they buy this newspaper; that’s why the people refuse to read the “beacon of untruths” even when it’s given free to them. What escapes those at the “beacon of untruths” which dem boys call de Hard times paper, is that Glenn Lall is not in Government, he is not spending billions of taxpayers’ dollars,Dortmund Trikot 2018/19, he is not accountable to taxpayers, so people are not interested in the nonsense being peddled about Glen, which is some instances stretches way past the limits of freedom of the press and into libelous territory. On the flip side the Guyanese public is interested in knowing how their hard earned dollars are spent and those in government, whether they like it or not, are ACCOUNTABLE to the people. This paper is doing what it is supposed to do for the public by exposing corruption; this paper has credibility with the public as reflected in its sales. Can de Hard Times paper claim the same?Yes freedom of the press may be relative but it is alive and thriving in Guyana. Make no mistake about it.Ralph Seeram can be reached at email: [[email protected]

“The truth is that we have not seen the big increases in trade between our regions that we hoped for. In some cases, trade is even lower now than it was five years ago and we must acknowledge this fact. But that does not mean that we should give up on this deal, and even less so on the whole economic relationship between the European Union and countries of the Caribbean.”As European Union ((EU) Trade Commissioner, Cecilia Malmstr?m, addressed the opening session of the Third Meeting of the Joint EU-CARIFORUM Council, she said it meant quite the opposite. “What we have to do is work out why we are where we are and then take joint action to put things back on track.”The one-day meeting, held on Friday at the Arthur Chung Convention Centre, Liliendaal, Greater Georgetown, was done with the aim for the two regions to take stock of the first five years of the EU-CARIFORUM Economic Partnership Agreement ((EPA) and for the representatives to plan the next phase of cooperation. The meeting saw attendance from Trade Ministers from across the Caribbean Region. In her address, the Trade Commissioner highlighted too notable achievements so far, but also acknowledged that the 2008 financial crisis and incomplete implementation have hampered the ability of the EPA ability to create economic opportunities for people in the region. The EPA between the CARIFORUM States and the European Union and its Member States was signed on October 15, 2008. The declaration on the signing provides for a review to be undertaken after five years. Also, it was in Guyana, that the Georgetown Agreement, which set up the African, Caribbean and Pacific ((ACP) group of states,Cheap NFL Jerseys, was signed 40 years ago.In her address, Malmstr?m pushed for an agreement on a work programme to get the deal fully up and running as soon as possible so that in 35 years they will be as proud of their achievements. The Trade Commissioner offered an insight into how the EU sees these first five years of our Economic Partnership Agreement with CARIFORUM, not failing to highlight the achievements and shortcomings faced.Since 2008, she said, “We have,Cheap Shoes Online Nz, first of all, taken important steps towards putting this deal into practice.? The EU has a full duty and quota-free regime for products from the Caribbean, and many CARIFORUM countries have taken important steps to lower their tariffs.”Malmstr?m said that some of the more advanced provisions of the agreement-like services have also come into force and with that progress has been made towards the mutual recognition of some professional qualifications.“Furthermore, slowly,Arsenal Fc New Kit 18/19, but surely,” she said, “We have been rolling out the development cooperation part of this deal.”She added that the EU and its Member States are now supporting projects that will facilitate tax reform, the development of the private sector and the capacity building of institutions. As a result of this progress, she pointed out that new ties have been realized between the two regions and within the Caribbean Region itself. She pointed to the UK film studio company – Pinewood – having invested in the Dominican Republic and Jamaica-based mobile operator, Digicel having expanded to several other Caribbean countries.“Moreover,? the review of this agreement that forms the basis of our discussions today ((on Friday) points to a positive “EPA effect” on CARIFORUM exports of products like rice, frozen shrimp,Authentic Nike NFL Gear, citrus and rum. There is also evidence that the Dominican Republic has seen some relative successes in areas like medical devices and textiles. And it’s also worth remembering that the status quo of 2008 was not an option,” the Trade Commissioner commented. The EU Representative said that the access that ACP countries then had to the EU market was not compatible with the WTO and it had to be changed.According to her, the choice in 2008 for the Caribbean was between reduced access to the EU under the General System of Preferences or the current arrangement which kept and slightly improved on the previous system. That benchmark, she said, is one which should be kept in mind.Nonetheless, Malmstr?m said that the objectives set in 2008 have not been met. The EU Representative pointed to the American bank, “Lehman Brothers” who filed for bankruptcy one month – almost to the day – before the agreement was signed. The Trade Commissioner said, “It was the start of the most serious economic and financial crisis that the world has seen since the Great Depression.”“It hit the Caribbean very hard, especially because the region was still feeling the effects of the spike in global food and raw material prices over previous years. As a result, rather than being able to invest in their future companies and farmers here have been struggling to survive.”The EU Representative said that the crisis also hit her home region hard, and they are still feeling the effects especially since they are coping with 25 million unemployed people across their Union.“One result of that is that our imports have grown much more slowly than would normally be the case. And that affects exporters here in the Caribbean. I hope that we will soon be able to move to a period of greater global economic stability and growth.”She said the EU is working assiduously to achieve that, including through trade policy. The other reason, she said, was that aspects of the agreement have not yet been implemented and on the Caribbean side, she said, some countries still have to ratify the agreement.“Some provisions of the deal to promote regional integration here haven’t been put into practice. And rules on competition policy and intellectual property still need to be implemented. All of these reforms are vital because they are at the core of the EPA idea.”The Trade Commissioner said that the goal is to develop a larger regional market, with clearer, more transparent rules which will attract investment and also allow companies to grow stronger. She said that they will then be in a position to take advantage of the legally certain free access to the EU market. The EU also has responsibilities to accept as well, yet some of their Member States still have to ratify the EPA.She also said that getting some of the development cooperation projects off the ground has also longer times than expected. The Trade Commissioner announced a budget of over 100 million Euros for the region “to keep us moving ahead over the next five years.” She said too, that some progress has been made as more countries benefitted from visa exemptions earlier this year.Malmstr?m committed to pushing EU Member States to do more in this regard, even in face of “very politically challenging issues.” She also pointed out that there may also be some issues with the institutions of the agreement itself which requires flexibility and focus. She said too,Cheap China Shoes Wholesale, that civil society and business organisations ought to be properly consulted and integrated in their work so that the right information is obtained. The opening session was also addressed by Minister of Foreign and European Affairs of Luxembourg,Maglia Ufficiale Milan 2018/19, Jean Asselborn who currently chairs the Presidency of the Council of the European Union.Guyana was represented by Junior Finance Minister, Jaipaul Sharma, and CARIFORUM Chair, Oliver Joseph.

… US$5million Health Ministry razed“Anytime there are political events in the country this building always gets threats. It’s one of the first buildings that people would threaten but nothing really ever happened in the past.”- Minister Ramsammy ((By Mondale smith)An inferno that lit up the morning skies for close to two hours yesterday, left in its wake an estimated $1B in destruction at the Health Ministry’s main office. Arson is suspected to be the cause.Police confirmed that they recovered several incendiary devices ((‘channa bombs’) at the scene and this seemed to confirm that the blaze, which razed the historic structure, was deliberately set.Hadfield street view of the Ministry of Health on fire yesterday morningKaieteur News understands police ranks found two of the ‘channa bombs’ in a building which escaped the blaze; four others in a bag in the vicinity of the Vaccination Centre, and another under a car. This publication was at the scene when the police removed several of the suspected Molotov cocktails from the compound just after 03:00hrs.But investigators are puzzled as to how the arsonists could have sneaked into the compound, which was guarded by three security staffers; two women and one man.Police were up to late yesterday evening still questioning two of the guards at the Brickdam Police Station. In its wake, the fire destroyed two buildings that housed the Health Minister and Permanent Secretary’s offices and the Administrative Department. The buildings also housed all the records of the Ministry and the health centres, the Accounts Department, the Diseases Control Unit and the registry as well as the records for the pharmacies and medical professionals. The buildings also housed records of every local medical professional in Guyana. At about 3:00hrs yesterday “three loud cracking” sounds awoke residents in Hadfield Street. When they looked outside they saw “fire and smoke coming from the top western section” of the Health Ministry’s building. The fire service was summoned. Witnesses said that they arrived less than ten minutes after the first call, but by then the fire was raging throughout the main building, which was a national heritage site.Persons in night attire flocked to the scene from all locations and some lent physical support to the fire fighting.Though not in a position to pronounce on the cause of the fire, Health Minister Dr Ramsammy said that according to police, they found explosive devices around the building. He said that on those grounds it appears to be the work of arsonists but he said it will be left up to the police to make the final determination.“This is an unfortunate loss” one resident said from a heritage stand point, but commended the fire service for containing the fire to the one building.Saved Fire fighters fought the raging flames from every angle and managed to contain it to the main buildings.Upon arrival at the scene, this publication watched as public-spirited citizens and ministry staffers pushed to safety, 50 vehicles, including ambulances, parked in the compound while three belonging to the Blood Bank were destroyed. As he watched his office burn from the Hadfield Street entrance, Dr Ramsammy fought back tears. He said that the building housed a lot of irreplaceable records and documents. As the blaze raged, public-spirited citizens and Health Ministry staffers swung into action to assist in dousing the flames to save what they could. Some Ministry employees upon hearing of the tragedy gathered in pockets, with eyes welled up; some were heard talking of their valuables burnt to cinder in their offices. Some even pondered what their future employment status would be as a result of the fire.Security“Security is an issue and I’m sure that when everything is done and we analyse, we will find breaches again,” Dr Ramsammy told reporters at the scene yesterday morning. As is the case in other places, he said that security has always been an issue in the Ministry’s compound where people sleep. He said too that he’s always had problems with guards at the location. He has had to summon security firm owners, he said.He has also had on occasions to lock the gate and put the guards outside of the compound. He also recalled being locked in the compound by the guards. He is normally at the office, in most cases until 2:00hrs. On Thursday night he left about 22:00hrs.“I wish I was here but I don’t know what I would have done anyways,” he said.He said that Brans Security Service replaced the guards from the United Associates Guard Service. At the time of the fire, there were three guards in the compound, one of whom was a female.ThreatsQuizzed at the scene, Dr. Ramsammy said that he had become used to receiving threats every time there is some incident in Guyana, but nothing has ever come of those.“We did not receive any threats this time.”I was here until about ten o’clock last night ((Thursday night). I left two security guards in the compound. It will be a huge setback for Guyana’s health care system as most of the files, programme plans and documents are destroyed and in many cases we will have to start all over.As he fought back tears, the embattled Minister said that the building has been home to him for more than twelve years. “This is my life’s work.”“It’s a criminal act. Obviously arson of this kind has political implications,” he added.Dr Ramsammy said that if arson is proved, “it’s an indication of how low people can go.“The building does not serve a political purpose. It serves the Guyanese people, especially the poor.”This razed building is estimated to be close to two centuries old.It is said to have housed the Orphan’s Asylum and from 1918 ? 1951, Queen’s College.Joseph Hadfield, one of the most prolific architects of that period, designed the colonial block of the building.Originally, this building stood on a block of land comprising lots 2-9 Brickdam,Nike Air Max 1 Suomi, Stabroek and was owned by Edward Carberry in 1838.In 1852, the government of British Guiana acquired the land. Property registers state that Joseph Hadfield designed the old colonial buildings along that block.

After months of complaints, the light at the end of the tunnel seems to be getting brighter for Guyanese air travel passengers who have been grappling with alarmingly high fares.TravelSpan’s President, Nohar Singh ((r) and board member, Rob Binns.TravelSpan Incorporated is set to begin direct flights between New York and Guyana starting December 14th, officials of the company confirmed Wednesday evening, hours after meeting with Transport Minister,Man Utd New Kit 2018/19, Robeson Benn, and Tourism Minister, Irfaan Ali.TravelSpan also plans to introduce a scheduled service before the first half of next year. This latest development in the aviation sector would spell positive news for Guyanese who have been faced with high air fares reaching almost US$1,600 per return trip from the US, using the lone carrier, Caribbean Airlines ((CAL).Later this month, new carrier, Fly Jamaica,Fc Bayern M??nchen Fanshop, partially owned by Guyanese pilot, Ronald Reece, is also set to make its first landing in Guyana, to take up flight to New York as well.CAL has been under fire from Guyanese and the Government for the fares with the Tourism Ministry summoning principals of that Trinidadian-owned airline to Guyana to explain the situation. CAL was granted flag-carrier status by the Guyana government earlier this year with the hopes that stability to the sector and fares would be positively affected.President of TravelSpan, Nohar Singh, and Rob Binns, a board member, disclosed that Government has no objections in granting the necessary clearance for flights to start December.Already, the US Department of Transport, which regulates air travel in that country,Cheap Authentic Jerseys, has given its green light.Singh said that technical information has been submitted by his company and in the coming days,Maillot Psg Femme, a business plan will be submitted to the Guyana Civil Aviation Authority ((GCAA).Government would, of course, be demanding as is required by regulations, that TravelSpan lodge US$200,000 (($40M) in cash in case of problems. The okay from the GCAA could come in as little as three weeks,Cheap Jerseys For Sale, it was disclosed.TravelSpan is no stranger to Guyana offering charter flights before halting operations back in 2008. Singh blamed price gouging as the main reason. TravelSpan, he insisted during a media press conference at the Princess Hotel Wednesday evening,Cheap Jerseys From China, never left Guyana but continued its travel agency business before deciding to return.TravelSpan will be operating a wide-body Boeing 767 on its New York, Georgetown route.TravelSpan has now hired Binns, a long time US airline executive who at the helm of North American Airlines is no stranger to the Guyana market. The company has a major travel agency operation in Trinidad and the US and offers, through another sister company, tour packages to a number of Caribbean destinations including the Dominican Republic.According to Singh, his company is funding the charter from his own group of companies which has been in the air travel business for 18 years and which has moved 100,000 passengers annually.Already, TravelSpan has signed contracts with Vision Airlines, a Las Vegas plane company to conduct the charters using a wide-body Boeing 767 plane. Both Singh and Binns assured that Vision has backup planes in case of problems. While initially flights would be conducted on Thursdays and Saturdays, it is the intention to increase this during the Christmas week and during peak times of Mashramani and Easter.Ticket prices could be as low as US$300 for a one way ticket between the New York/Georgetown route, reaching up to US$450.Singh noted that TravelSpan is wary of the business model used by operators, EZjet and Red Jet, in which ticket prices were too low, making it practically impossible to turn a profit. The Guyanese also disclosed that he was fully aware that CAL’s fuel subsidy by its owner, the Trinidad government, over the years, had impacted negatively on other operators. This issue was raised during the meeting with the two Ministers.TravelSpan will also be using the Vision airplane to conduct two flights weekly to Trinidad from New York. Both Redjet and EZjet folded in 2012 while Delta pulled out earlier this year leaving CAL to the coveted New York route. Delta and other US airlines have moved to block CAL’s application to fly direct between Guyana and New York. Currently, CAL has to route its flights from Guyana, through Trinidad. The Boeing 767 will offer 214 economy and 18 business class seats.

Home Affairs Minister, Clement Rohee has told this newspaper that the government has not received any request for the extradition of businessman Clayton Hutson. This is despite local law enforcement officers informing their Interpol counterparts that they had detained Hutson.Hutson was detained last Wednesday when he turned himself in to police at the Criminal Investigations Department ((CID), Eve Leary, who are probing his possible links to a cache of arms and ammunition that was found during a raid at a Regent Street location last week.Hutson was subsequently released on $30,000 station bail and told to report to the police yesterday, which he did.Another man, Frankie Ross, is still wanted for questioning into the illegal arms and ammunition matter.According to a senior official at the CID, Interpol had issued a red notice on behalf of the United States for Hutson almost a year ago, citing his links to drug trafficking. The source said that following the notice,Wholesale Jerseys, the international police was informed that Hutson was in Guyana. They were again alerted when Hutson turned himself in.The Interpol red notice means that every port of entry has been placed on alert for Hutson. It was the red alert that led to the arrest of Peter Morgan when he entered Piarco International Airport and his subsequent extradition to the United States. One of Hutson’s lawyers, Joseph Harmon had said he heard the rumour of an extradition warrant being issued for his client but he could not have confirmed it at the time.
