All the participants needed to do now was pave the road ways ahead, he said.He added that extreme care and diligence would need to be taken by families to ensure the long life and high performance of the instruments.Nadir expressed his satisfaction of parents being involved with their children from the start of the training until its completion. He encouraged other parents who had not attended the event to participate along with their children more.

By Rabindra RooplallForty Death Row inmates are appealing their death sentence since the National Assembly in October 2010,Wholesale Adidas NHL Jerseys, voted to amend the Act abolishing the mandatory imposition of the death penalty against people convicted of murder. However, the death penalty remains applicable for certain categories of murder. This was done when Attorney General and Minister of Legal Affairs,Nike Air Max Wholesale Uk, Charles Ramson, successfully piloted the Criminal Law Offences ((Amendment) Bill.It will still be mandatory for certain categories of murder which includes the killing of a law enforcement official while on duty, prison officers, members of the judiciary and legal officers, witnesses, as well as jurors, while in the execution of their duties. The amendments allow for a judge to issue a life sentence of or a minimum of 15 years or any amount above that.At least 23 countries were known to have carried out judicial executions in 2010. This is four more than 2009, when Amnesty International recorded the lowest number of executing countries since the organisation began monitoring death penalty figures.Sixty-seven countries imposed death sentences in 2010, under methods of execution which included beheading, electrocution, hanging, lethal injection and shooting. Before the change in the legislation Guyana was reviewed under the Universal Periodic Review on May 11, 2010, and it was reported that Guyana voluntarily committed to continue to consider and consult on the abolition of the death penalty and to report to the Human Rights Council on the matter in two years. However, countries that retain the death penalty defended their position by claiming that their use of the death penalty is consistent with international human rights law. Their actions blatantly contradicted these claims.According to Amnesty International, the death penalty is the ultimate denial of human rights. It is the premeditated and cold-blooded killing of a human being by the state. This cruel, inhuman and degrading punishment is done in the name of justice. It violates the right to life as proclaimed in the Universal Declaration of Human Rights. It was noted that too many governments still believe that they can solve urgent social or political problems by executing a few or even hundreds of their prisoners. Many people all over the world are still unaware that the death penalty offers society not further protection but further brutalization. Abolition is gaining ground,Buy Air Max 90, but not fast enough.“The death penalty, carried out in the name of the nation’s entire population, affects everyone. Everyone should be aware of what the death penalty is, how it is used,China Jerseys Wholesale, how it affects them, how it violates fundamental rights,” Amnesty International noted. “We oppose it regardless of the nature of the crime, the characteristics of the offender, or the method used by the state to kill the prisoner.”In fact, the progress made towards abolition of the death penalty during the past ten years alone is enormous, with more than 30 countries becoming abolitionist in law or in practice.? This positive trend continued in 2010.The Human Rights Committee has repeatedly stated that the automatic and mandatory imposition of the death penalty constitutes an arbitrary deprivation of life, in violation of Article 6,Cheap Jerseys Free Shipping, paragraph 1 of the International Covenant on Civil and Political Rights, nhl jerseys outlet, in? circumstances where the death penalty is imposed without any possibility of taking into? account the defendant’s personal circumstances or the circumstances of the particular offence. Many retentionist states, among them Guyana, continue to impose the death penalty and execute people for crimes that do not meet the threshold of “most serious” according to international law.In July 2010 the London-based Privy Council commuted the sentence of Earlin White, who? had been sentenced to death for murder in Belize in 2003. In its judgement, the Privy Council indicated one reason for the commutation was the lack of assessment of the social welfare and psychiatric condition of the defendant at the time of sentencing. In June 2010 however, the Caribbean Court of Justice Act came into effect in Belize, renouncing the Privy Council and establishing the Caribbean Court of Justice as the final Court of Appeal for all civil and criminal cases in the country. Transitional provisions allow for pending appeals to be considered by the Privy Council. The right to life and the right not to be subjected to cruel, inhuman and degrading treatment or punishment are recognized in the Universal Declaration of Human Rights, other international human rights instruments and many national constitutions.Amnesty International believes that the death penalty in all circumstances violates these rights.

Regular police ranks are urging the Ministry of Home Affairs to re-examine the Neighbourhood Police arrangement, claiming that it is undermining the integrity of the various police stations it serves.Neighbourhood Police is a concept that was introduced by the PPP/C Administration a few years ago. It involves the employment of civilians to work in their communities and providing a sort of a back up to the regular police ranks.Their main role is to gather information and relay them to the police to ensure that their communities are free of criminal activities.Home Affairs Minister Clement Rohee had said that an expanded physical presence of Neighbourhood Police on the ground for the?purpose of information gathering and?crime prevention could go a far way toward preventing and reducing domestic?violence and child abuse. For the main part,China Jerseys Wholesale, the arrangement appeared to be working but according to well placed police sources, the plan is now working in the opposite.Regular police ranks have complained that the Neighbourhood Police are breaching the confidentiality of the stations they are serving.“People now frighten to make reports because these Neigbbourhood Police are going back and tell the perpetrators. A lady call me the other day and ask me if they were in the station because she wanted to report something in the village, but she had to make sure that they ((NP) were nor around,” a frustrated police rank told this newspaper. On December 31, last, Minister Rohee disclosed a total of 312 Neighbourhood Police are now serving in six Police Divisions. He lauded their work and urged them to continue their efforts in helping to curb the growing incidence of crime in Guyana. This did not amuse the regular police ranks who claimed that since the Minister lauded the work of the NPs, he is obviously not aware of the situation.Neighbourhood Police ranks are paid almost the same as a regular constable and enjoy almost the same benefits, including annual Leave, Passage Allowance and the one month extra salary at the end of the year.Their actual job is to go out into the communities with specific instructions as to the area they are supposed to work; they also serve summons and in some cases gather information.“The police cannot be everywhere all the time so the NPs are supposed to assist in this area,Cheap Nike NFL Jerseys,” a Police Sergeant explained. However,Jerseys Wholesale, in most cases the NPs use their time to conduct their personal business much to the annoyance of regular ranks who are closely monitored by their supervisors.“Imagine a day I was going to town on official business and I butt up with a NP, done tek off she uniform and going to town, too,Bayern M??nchen t-Shirt Damen, on she own business,” the sergeant told this newspaper. In early 2013 the Ministry of Home Affairs had launched an intense campaign to recruit NPs in keeping with the Ministry’s intention to increase the numbers who patrol neighbourhoods round the clock,Nike Air Max Valkoinen, particularly by day, since the Police do not have the numbers to patrol on foot in each village day and night.Under the arrangement,Tottenham Shirt 2018/19, the NPs are not supposed to be stuck in the station doing actual police work. But according to regular ranks, they should be in the station and assist the police thereby freeing up other ranks to actually respond to reports.

Deputy Chief Education Officer urges UG Masters studentsDeputy Chief Education Officer ((Administration), Ms. Donna Chapman says that the education system in Guyana is going down instead of going up.She was speaking recently to a group of first ?year Master of Education Degree students of the University of Guyana at the Cyril Potter College of Education ((CPCE) Conference Room at Turkeyen.“Why is the education system going down? “Because you, myself and others are contributing to that?and we’re not stopping to say, we can do better!”Mr. Ed Caesar delivering brief remarksThe educators were participating in their final presentations for the course Issues, Policies in Education Advanced” EFN8101, lectured by Former Chief Education Officer ((CEO), Mr. Ed Caesar. She reflected on the glory days of the education system in the past, “but we’re in a place now where everyone who thinks they are a graduate or post- graduate believes you can’t be wrong!”She registered her dissatisfaction with senior education officers who become upset when their letters with grammatical mistakes and errors are sent back to their respective education departments in the Regions.“Our school and business community need administrators and managers of a high caliber…not only with GPAs of 3.0 and 4, but those who can think on their feet?those who possess the most problem solving skills and can think of a plan ‘B’!”Guyana needs people, she said, who can think critically. “Guyana needs a generation of thinkers, movers and shakers. And Guyana needs that now. We’re not in a good place. If we say that we are in a good place, we are fooling ourselves.”The quality of a Master’s student must be seen in the things one stands for and believes in, in the various schools. She urged educators to continue to implement the Health & Family Life Education ((HFLE) programme in the schools, “but it’s as if we have to beat people to teach that in the schools.”She urged the educators to adopt good attitudes and skills, not only in the workplace.A section of the gatheringShe reminded them that they are not only attending the University of Guyana to become qualified. The education they attain at UG, she noted, “must work for you in the society and in the world at large.” “It’s not the letters behind your name that count; it’s what you do. The onus is on the students to make a difference.”? In addition to the qualifications they attain, they would be gaining positive values and life skills. She urged the senior educators to copy the attitudes and behaviours of their role models in education, including Mr. Ed. Caesar. She longs for the day when she and her other seniors and retirees in the education system can, “sit back in our rocking chairs and see that the education system is in good hands.”? She also urged more partnership and collaboration between UG and the MOE on the issues that students write about, especially for research purposes. Ms. Chapman hoped that each student’s education final thesis is shared with the MOE. “Continue to work hard; make a difference in your schools; share your information; and if you do that, incrementally, there will be a difference in this country,” she added.Mr. Caesar, during brief remarks,Cheap Jerseys, questioned whether Guyana is really making progress in the education sector. “I say this because we seem to be caught up with results; we seem not to be too much interested in the development of young people, in order to cause them to live and work in our society.”The former Chief Education Officer noted that there is a strong need for a decent manpower plan, “in the sense of identifying where our needs are and cause people to be trained in those areas, so that our young people…can be prepared for the working and living in Guyana, and contribute to the development of this country.”Some of the issues dealt with by the educators included: Equality of opportunity in the education sector is unachievable; the role and responsibilities of School Boards must be re- examined if these are to contribute to school effectiveness and Performance at the CSEC Exams results will improve significantly if greater emphasis is placed on the training of teachers.

Having stood helplessly and watched a gunman pump four bullets into her mother, the daughter of slain businesswoman Patricia Sanasie has gone into hiding, fearful for her life. The dead woman and her husband in happier times.Ramona Sanasie, who was with her mother on Monday night when she was gunned down as she was about to enter her yard in Atlantic Gardens,China College Jerseys, East Coast Demerara, is convinced that her mother’s death was a hit orchestrated by a close family member.Since the killing, the young woman has been in the protective care of relatives who also told police that they too feared that she could be harmed. This is despite the fact that her mother’s killer seemed disinterested in her, even while she was screaming as she saw her mother took the bullets.Robbery has been ruled out, since the killer made no attempt to take anything from the victim, even though she was wearing expensive jewellery at the time.“This looks like a clear execution. The killer was only interested in killing and making a clean getaway,” a police investigator told this newspaper.Eyewitnesses said that Patricia Sanasie and her daughter had returned home from a church all the way up at Timehri when the attack occurred. They recalled seeing Mrs. Sanasie come out of the car and opening the gate when a gunman in dark clothing approached her and began shooting.Residents told Kaieteur News that they heard about four gunshots. They then heard Mrs. Sanasie’s daughter screaming out “Is ((named person) do it, is ((named person) do it,” apparently suggesting that someone close to the family had planned the hit. They then saw Patricia Sanasie lying lifeless outside her gate.“All I hear is bam bam bam bam…I don’t think it take ten seconds,” a woman who was the victim’s neighbour and close friend had told reporters. After the woman slumped to the ground,Fc Bayern Trikot 18/19, the gunman entered a waiting motorcar and sped away, leaving the woman’s horrified daughter to summon? help from neighbours.“I hear screams and I see neighbours from all over running ((to the scene). “I run over and we drag her into the car,Camiseta Aleix Vidal, but she did already dead.”Investigators recovered from the scene two warheads believed to have been fired from a .45 calibre weapon. They are probing the possible link of the woman’s estranged husband to her death and are hoping to question him soon. However, that appears to be a tall order, since there are reports that the man who has been out of the jurisdiction since before Christmas, has told family members that he is reluctant to return to Guyana for fear that he will be arrested by the police. The dead woman and her husband Deokaran Sanasie, owner of Ram’s Auto Sales, had been embroiled in a prolonged dispute. The couple was expected to be in court this week for a division of property hearing. On February 14, 2014,Cheap Jerseys Store, Mr. Sanasie survived an attempt on his life after gunmen shot him outside his Fourth Street,Hockey Jerseys From China, Alberttown business. The husband had accused his spouse of hiring the gunmen to execute him. He provided investigators with a recording of a conversation to support his claims. The woman had denied the allegations claiming that her husband was delusional and needed psychiatric help. She was never charged. The woman subsequently obtained a restraining order preventing her husband from coming close to her.The now dead woman had also provided the police with a recording of her own that spoke of a plot by her husband to kill her. According to reports, the woman had provided the police with the name of an ex-policeman who had claimed that he was paid by her husband to kill her.Police had arrested the man, but he denied being involved in any execution plot. But investigators are not only focusing on that angle and are exploring other theories.“We are not going to put all our eggs in one basket,” one of the investigators told Kaieteur News.Investigators have reviewed footage from a surveillance camera in the area,China Jerseys Cheap, but all they were able to obtain was the type of car that the killer used. This newspaper understands that apart from the woman’s daughter expressing fear for her safety, other relatives have also expressed that concern. There are reports that the dead woman’s relatives are contemplating taking her body overseas for cremation since they are fearful of coming to Guyana. This is after a post mortem examination is performed on her remains today.

In the wake of Wednesday’s explosion that killed one and injured 19 at the Stabroek Market; all persons who vended on the perimeter of the Stabroek Market bus park were removed. The Ministry of Public Works, yesterday, conducted a massive demolition campaign. In addition, the police force has tightened up on security in the area. Almost four times the previous amount of ranks and a police outpost have now been placed where previously the South/Lodge bus park existed. It was chaotic yesterday at the Stabroek Market as vendors watched the places from where they made their daily earnings being torn apart. Even shack-like stalls were destroyed.According to vendors, they were told that if they did not break down their stalls these would be broken down for them.Minister of Public Works, Robeson Benn, told vendors that he no longer wants any vending to take place on the road or pavement. Those vendors obstruct traffic, or congest the pavement forcing pedestrians to walk on the road.Benn walked all around the Stabroek Market meeting with vendors who pleaded with him not to demolish the place that facilitates their only source of income. Some even said that there is not much alternative for them since they have children to provide for and vending is what they know to do.Benn said that all the barber shops will be removed from the vicinity also. However, the food vendors situated at the back of the fire station will not be removed but will have to adjust their stalls to just provide a take away service.According to Benn, alcohol selling will be strictly prohibited. He further stated that those persons who occupied the “green top” stalls will be allowed to commence vending from Monday. However alternate arrangements will have to be made for the others. Some vendors who inquired about selling their bread were asked, “Why don’t you go home and sell your bread”?Many vendors were angry. One vendor said that she grew up assisting her mother on the market and later took over the business to earn “a daily bread… This is all I know to do”.Indroutie Doobay, who owned a barber shop in the vicinity, stood angrily by with tears in her eyes, as she watched her concrete structure being broken down by men and bulldozers. The woman said that for over 30 years she “run” the business, and pays rates and taxes every year. “Why all dem years dem didn’t move me? Dem wait till now I develop me place”.The woman said that it is speculated that the business uses illegal electricity which is inaccurate. “I got a meter and I does pay GPL”.A meeting to decide what will be the alternative arrangement for the affected vendors is scheduled for today at 10:00am at the Ministry of Public Works Located in Kingston.Last Wednesday’s explosion at the Stabroek Market left one person dead and 19 injured, including a four-year-old boy,Air Max 90 Pas Cher Chine, after a fragmentation grenade exploded in the shopping arcade that accommodated itinerant vendors, especially at nights. The dead man who goes by the alias of “American’ or ‘Deportee” died on the spot. His hand was blown off below the elbow and his face was disfigured. This sparked a demolition campaign causing almost 300 vendors to become displaced.
